22.1.3         Speed Limit Bylaw Hearing Report

To provide all responses to the Speed Limit Bylaw 2022, including oral submissions, so the Hearings Panel can make a recommendation to Council regarding the final form of the Speed Limit Bylaw 2022.

That the Panel:

A.      Receives the report and accepts the level of significance.

B.      Notes the submissions and thanks all submitters for their contribution.

C.      Considers the submissions and decides on the action that should be taken.

D.      Notes a request will go to Council to transfer from the current bylaw process to the new National Speed Limit Register process.

E.    Recommends to Council to pass the Speed Limit Bylaw 2022 as consulted in full with the following changes:

·         Conroys Road, Alexandra to be 80kph for the whole road with an curve advisory sign.

·         Crawford Hills Road and Galloway Road, Galloway to remain at 100kph.

·         Muttontown Road and Sunderland St (Muttontown Road end), Clyde to remain the same, subject to further consultation once development in Muttontown has begun.

·         On map 6 in the report, 40kph over the Roxburgh Dam and 100kph to remain once over the dam and on the approach to SH8 from the dam.

·         Radford Road, Lowburn to be 80kph.

·         Cornish Point Road to remain at 60kph for its entirety.

·         Hall Road and Pipeclay Gully Road, Bannockburn to be 50kph.

·         Richards Beach Road to be 50kph along its entirety.

·         To keep the Naseby urban area at 50kph.

·         Swimming Dam Road, Naseby to be 30kph from the camp ground to the dam.

·         Approaches to Naseby to be kept at the present speed limit.

·         Goff Road, Ranfurly to remain at the present speed limit.

·         Pearson Road and Sandflat Road, Cromwell to remain 100kph.

·         Earnscleugh Road (Clyde end), extending 50kph zone to Hawksburn Road.

·         Little Valley Road to be 80kph from where the 60kph is indicated to end.

F.     Recommends to Council the following roads be subject to further consultation on their speed limits:

·         Gilligan’s Gully, Alexandra, subject to data from traffic counting.

·         Letts Gully Rd, Alexandra.

·         Fruitgrowers Rd, Clyde.

·         Lauder Road, Lauder.

·         Bannockburn Rd from Bannockburn Bridge to current 50kph zone and consult whether it is appropriate for Pearson Road and Sandflat Road to change from the current 100kph.

·         Cambrians Road, Cambrians to be reduced to 50kph, 40kph or 30kph.

·         Clark Road, Pisa Moorings to be 80kph along its entirety.

·         St Bathans urban area to lower from 50kph to 40kph or 30kph.
